Issue List
List the specific concerns within the appointment: caregiving, safety, routines, contact, school or substance use. Identify the events and records behind each concern without asking the GAL to adopt your conclusion.

After a GAL is appointed in a Pierce County family case, check the order and the assigned professional’s written instructions. Payment arrangements, questionnaires, contact information, releases or other required startup steps may still need attention before substantive work begins. Keep a copy of what you provide and note any item that remains outstanding.

Use the instructions for your own appointment. Confirm who must provide each item, who receives it and when it is due; a checklist from another case may not match yours.
| Startup Item | Why It Matters | Common Delay |
|---|---|---|
| Appointment route | Confirm the appointment details, including the registry or other county-approved route and the scope set by the order. | Talking about a GAL in general terms while the appointment details stay unsettled. |
| Retainer or disbursal arrangements | Required payment or disbursal arrangements may remain outstanding after appointment. | Assuming the order alone starts the work. |
| Questionnaires, contact sheets, and releases | These materials often become the first real information the GAL works from. | Parties wait too long to complete them or return them in an organized form. |
| Any screening or startup items in the appointment instructions | Read the appointment order and current written instructions for the assigned professional. Confirm who must provide each item and when. | Assuming every appointment has the same checklist or treating a PI as the appointed evaluator. |
| Initial chronology and issue map | A short list of concerns and dated events helps the GAL identify the records and people relevant to the appointment. | Sending a large undifferentiated story with no dated structure. |

Place important events in date order and link them to records. Include uncertainty and contrary information so the sequence can be checked rather than reconstructed from competing summaries.
List teachers, childcare providers, relatives, treatment contacts and others with direct knowledge. Explain what each person observed and during which period; follow the appointment’s instructions about releases and contact.
Record where the child stayed, who lived in each household and who handled daily care during the relevant periods. Keep the dates and supporting records together.
We can compare messages, calendars and records to produce a dated chronology with supporting references. Discuss with counsel how any resulting material should be provided under the appointment instructions.
We can identify and interview willing witnesses about their firsthand knowledge, retaining the distinction between observations and information heard from others. The assignment should address a defined gap.
Available records or lawful observation may help check a disputed residence or care routine. The report describes the observation period and what was established without making GAL recommendations.
A PI does not become the GAL, does not issue court recommendations, and does not replace the local startup process.
Not always. The order appoints the GAL, but required payment, releases, questionnaires or other instructions may still be outstanding. Check with the appropriate contact identified in your appointment documents.
They give the GAL initial information and, where applicable, authorized access needed for the work. Complete them accurately and ask about unclear requests rather than assuming the same release applies to every record.
No. The investigator role is factual support and organization, not running the appointment or speaking for a party in place of counsel.
Have the appointment order, completed requested forms, a dated event list and relevant witness contacts ready. Connect each concern to records or firsthand knowledge and identify anything you cannot yet provide.
If dates, witnesses or residence information remain disputed, bring the appointment’s scope and the specific missing fact. We can discuss focused investigative assistance and coordination with counsel.
